City Code

What the 2026 draft recodification changes

The City is recodifying its Code of Ordinances with Iowa Codification. This compares every section of the current code, as consolidated here, with the August 2026 draft (the draft, 905 sections in 94 chapters): what stays the same, what is reworded, renumbered, merged or split, what is new and what is left out.

Comparison with a draft: not adopted. The archive holds no public hearing, ordinance or vote adopting the recodified Code through the October 20, 2026 meeting packet. Until one is adopted, every page here compares the consolidated code with a draft that can still change: the revised draft with the October 6 changes is not in the archive.

A comparison with the August 2026 draft recodification prepared by Iowa Codification for the City. The draft has not been adopted and can still change; the current code (unofficial compilation) governs until a recodified Code is adopted. Matches between sections are made by machine from the texts and are reviewed where uncertain.

The city's own summary

Staff summarized the draft's significant changes for the council in a memo dated September 9, 2026 (the memo). Its statements are quoted on the chapters and sections they explain. In general:

“A significant amount of the Code has been updated from older bracket-style statutory references to the current parenthetical citation format, such as (Code of Iowa, Sec. 372.13(4)). This is primarily a codification/housekeeping change and does not necessarily represent a change in City policy.”

The city's summary of the draft (staff memo, September 9, 2026), p. 1

“These updates include removing obsolete ordinance references, correcting Code of Iowa citations and chapter cross-references, updating terminology and chapter titles, removing duplicative provisions, incorporating ordinances adopted since the previous codification, correcting grammatical and formatting issues, updating provisions to reflect changes in State law, moving provisions into more appropriate chapters, and clarifying which requirements are established by ordinance versus Council resolution.”

The city's summary of the draft (staff memo, September 9, 2026), p. 7

The memo also lists the Sheriff's Office's suggestions (remove decibel measurements from the noise chapter, scheduled fines for noise, animal, licensing, bicycle and golf cart violations, a tow list after three unpaid parking tickets, and $15 / $25 / $100 parking fines). They were under review and are not in the August draft. memo p. 7

How the comparison is made

Each section of the current code — the last text consolidated here, or a later amendment's text not yet consolidated when the draft is closer to it — is matched with the draft section that shares the most of its wording (runs of five words), else with the section of the same catchline in the chapter the draft gives it. A section whose text lies mostly inside a larger draft section is counted as merged into it; a draft section made mostly of one current section's text, beside that section's own match, as split from it. The Zoning Ordinance's district sections (R-1E.01 to R-1E.10 …) are compared with the draft's one section per district. "Same words" compares the words alone, so punctuation and layout do not count; citations rewritten from brackets to parentheses and numbers written as figures are reported as such. The Zoning Ordinance text here is the 2007 ordinance with the amendments read since; where an amendment was not read to its sections, the chapter says so and some differences may come from it rather than from the draft. Chapters whose current text is not in the archive (35–38, 57, 58, 92 in part, and the Subdivision Ordinance) cannot be compared section by section. The comparison is rebuilt with the code every night; JSON.
