Mrs. Thomas Logel addressed council about trailer which is currently parked on railroad property. She requests permission to park trailer on property and to receive water and sewer services. She withdrew request for mowing services. She stated that she is currently working with Ray Scheetz for access to trailer since the trailer court road is partly on railroad property. Rohret stated that there is a zoning problem. Attorney Sladek: It is a clear violation of the zoning ordinance. You should go to the Board of Adjustment and ask for a variance to park to trailer on R-1 property. Mrs. Logel stated that there was not enough room to park the trailer on the south side of the tracks. Trailer is used for an office now. Future plans are for passenger trains and to use the building as a stop and loading dock. Tiffin is the best site along the railroad lines where enough space is available. Cox: Would a loading dock brings semis through town or from I-80? Logel stated that she didn't see any reason why they couldn't use I-80 and avoid city streets. Logel: Do railroad rights override existing ordinances? Attorney did not know. Mayor Brotherton stated that using a car on the side tracks might be more acceptable. Logel: There would still be a problem with water and sewer. Stevens: If the trailer is the problem perhaps you could place a small home there. Mayor Brotherton informed Logel that the request is in violation of the current zoning and she should approace the Board of Adjustment for variance to zoning ordinance. Motion Stevens second Brown to deny request by Mrs. Thomas Logel on behalf of the Iowa Railroad Company to place trailer on railroad property south on Grant Street and north of the railroad tracks because it violates the current zoning ordinance. Carried unanimously. Council agreed to allow trailer to remain on site until Logel goes to Board of Adjustment with variance request. Motion Stevens second Spivey to approve request by Jerry Cox for building permit for garage at 341 Grant Street as presented in drawing. Carried unanimously. Cox abstained. Cox requested a four way stop sign be placed at the corner of Second and Main Streets. Cox reported that he had received numerous complaints about speeding at that corner and that lots of kids play at the playground and cross the street there. It would also discourage trucks from using that street instead of the truck route. Motion Stevens second Cox to place a four-way stop sign at the corner of Second and Main Streets. Roll call vote: Cox, aye; Brown, aye; Spivey, aye; Rohret, aye; Stevens, aye. Carried unanimously. Cox reported that he talked with IDOT about a yellow flashing light during school at either end of the city limits on highway no. 6. The IDOT currently has a signal marked at the Lark but the signal is not there anymore. City would pick up light bill if it is approved. Council appointed committee of Laverne Flansburg and Rose Bollei to conduct the annual audit of the financial statement of the water system as required by FmHA.
