Councilmembers present were Cox, Brown, Spivey, Rohret and Stevens. Also present were Attorney Sladek, Barbara Murray of JCCOG, Mayor Brotherton, Ralph Bell, Mr. Suchomel, Mrs. Thomas Logel, Alverta Williams, John W. Grace, Ralph Stoffer, Chris Rohret, Greg Downes, Bill Verry, Leonard Vorel, Amanda Potterfield, Attorney Joe Johnston, Ann Verry, Rita Verry, Judy Aspelmeier, Mary Formenak and Mrs. Leonard Vorel.
Mayor Brotherton called the meeting to order at 7:30 p.m.
Mayor Brotherton established the Robert's Rules of Order within the council chambers.
Rohret spoke during the community forum to commend Cox, Brown and other members of the volunteer fire department for their assistance with the flooding of the sewer plant.
Rohret also stated for the record that he felt the mayor's attendance should improve or the council should discuss some means of improving it with the mayor. He also stated that if mayor's attendance does not improve, something will be done.
Motion Cox second Rohret to approve agenda. Carried unanimously.
Motion Stevens second Spivey to approve minutes of regular meeting June 9, 1982. Carried unanimously.
Since the Tiffin Fire Department has not called for a meeting of the Board of Adjustment in order to ask for variance to lot line requirements for building addition, the item was deferred until next month.
Engineer took Michel Resubdivision plats for study. Attorney Sladek advised council that it could not pass approval on Michel Resubdivision until formal subdivision papers had been presented. Item deferred until next month's agenda.
Mary Formanek reported that she and Chris Rohret met with the Coralville Library committee. Coralville stated that a contract for this year would not be binding for next year. Tiffin residents currently have 47 card holders. Coralville agreed to contract for $900.00 for fiscal year '83. Coralville would like to see Tiffin pay full amount for each item next year. Formanek reported that Coralville library has extended contract until meeting could be held. Stevens: Council discussed options before. A family card only costs $25.00. In budget meeting we decided it wouldn't be worth $900.00. Individuals could use library must more cheaply than Tiffin paying for it. Rohret: I'm for it, but I can't see paying $1,900.00 next year. The town would be better off to pay for individual cards. Cox: Go with it this year and work out shared payment system next year. Attorney Sladek: If you sign a contract this year make sure that each year is negotiable. Motion Rohret second Cox to renew option for contract with Coralville Public Library for one year at the rate of $900.00 effective July, 1982 through June, 1983 with renegotiation each year. Roll call vote: Cox, aye; Brown, aye; Spivey; nay, Rohret, aye; Stevens, nay. Carried.
