Rick Dvorak explained that much of some of this annexation territory was covered in a Fringe Area agreement between the county and the city. Mr. Dvorak requested review by the County at the upcoming meeting. City officials felt they could meet for this purpose. Mayor Potter explained that most volunteer city officials were required to work during day hours, so there might be some difficulty getting representatives to the meeting, but every attempt would be made to do so. Johnson County Board of Supervisors Member present at the request of Coralville explained that the an area not covered by the fringe area agreement was in the southeast corner. The county has reserved this for agricultural purpose. The city is desiring agricultural use for this area also, as this is the request of the annexing parties. It appears this planning venture is an area of agreement between the Tiffin City, Johnson County and requesting property owners. Mayor Fausett explained that he had never known of a time when Coralville had attempted to take parcels of land not wishing to come into the city. Mr. Reeve declared issue with this statement. The west end of Coralville had been forced in with no request for annexation many years ago. Mayor Fausett said that was before he was an official. Question regarding rather recent efforts on the part of the quarry area to avoid unwanted and undesired annexation efforts originating from the City of Coralville. Fausett said they did have difficulties with the quarry area. Johnson County Board Member Jonathon Jordahl asked why a small access area is included in the plan. Attorney Greenleaf explained that some residents had desired not to annex and the city was deferring to their wishes. The city could pull them into this total annexation, but would rather not force anyone to the city, even though this was an option. The Mayor Fausett said the area across from the west of the quarry is an area that they have proposed for growing Coralville. Mayor Potter asked if this south most area were dropped, would Coralville be amenable to the remainder of the plan. Mayor Fausett said Coralville had no real interest in adding any of this area to the city, unless these areas wanted to come to the city with a development plan. Motion Bartels, second Dils to accept voluntary annexations applications for the City of Tiffin as published, excepting Parcel 42 (south most area), and excepting the east \( \frac{1}{2} \) of I-380 and plan to meet with Johnson County officials for discussion, revision and agreement in this fringe area. Ayes: Gericke, Ryan, Dils and Bartels. Nays: None. Absent: Walls. Motion carried. No date was set for meeting with Coralville officials during this meeting.
