Motion Cox second Spivey, to approve cigarette permits for Morgan's Standard (Regal Vending), Lark (Hawkeye Amusement), Slim's and Grandpa's Grocery pending proper documentation. Carried unanimously. Discussion of salaries for Brown and Kern. Rohret stated that they should both get the same amount per hour raise instead of the same percentage because 5% for Brown would be 41¢ per hour and 5% for Kern would be 30¢ per hour. Rohret stated that both should get 30¢ per hour raise. Stevens stated that a percentage is a standard way to increase salaries. Motion Rohret second Spivey to increase salaries for Ralph Brown and Adelia Kern by 30¢ per hour. Roll call vote: Cox, nay; Brown, nay; Spivey, aye; Rohret, aye; Stevens, nay. Clerk pointed out that during budget discussions the council proposed a 5% increase for the clerk plus $10.00 for each special meeting and that she felt the special meeting compensation would partially make up the difference in the hourly increase using the percentage method. Motion Stevens second Cox to increase Adelia Kern's salary by 5% (30¢ per hour) plus pay $10.00 for each special meeting of the council, board of adjustment, planning and zoning commission, effective July 1, 1983. Roll call vote: Cox, aye; Brown, aye; Spivey, abstain; Rohret, nay, Stevens, aye. Carried. Clerk requested permission to attend the continuing education session of the Municipal Clerks' Institute July 20-22, 1983 at Ames and offered to pay for meals if the council felt it was too costly. Motion Cox second Stevens to approve that the clerk attend the Municipal Clerks' Institute at Iowa State University from July 20-22, 1983 at a cost of $50.00 for tuition, $19.00 for room plus meals and mileage. Roll call vote: Cox, aye; Brown, aye; Spivey, aye; Stevens, aye; Rohret, aye. Carried unanimously. Council instructed clerk to write James Brotherton a letter and ask him if he received the check dated December 14, 1982 for mayor's fee and if he intended to cash the check and if check is not cashed by June 30th the council will assume he does not want it and will stop payment before the end of the fiscal year.
