Approval of Change Order #3 – Tricon Construction Group – Water Treatment Facility Upgrade — E-3

AGENDA ITEM # E-3 AGENDA INFORMATION TIFFIN CITY COUNCIL COMMUNICATION DATE: August 27, 2026 AGENDA ITEM: Approval of Change Order #3 – Tricon Construction Group – Water Treatment Facility Upgrade ACTION: Motion Background The City of Tiffin entered into a construction contract with Tricon Construction Group for the Tiffin Water Treatment Facility Upgrade. The original contract amount was $12,182,553.00. Previously approved Change Orders No. 1 and No. 2 increased the contract by a combined $20,148.91, bringing the contract amount to $12,202,701.91 prior to Change Order No. 3. Change Order No. 3 incorporates several modifications identified during the construction and review process. The changes are intended to address material selections, building and fire-rating requirements, lighting, mechanical equipment location, and structural requirements associated with the project. The Change Order was issued August 19, 2026, with an effective date of September 1, 2026. The supporting documentation includes contractor change order requests, material information, revised plans, and related documentation. The building modifications included under this Change Order are associated with building inspection and code-related requirements. The project plans identify the applicable building and fire codes, including the 2018 International Building Code (IBC) and 2024 International Fire Code (IFC). The project documentation also indicates that the design was revised to provide 1-hour rated fire wall assemblies for the three required control areas within the Main RO Building. There is no change to the project schedule associated with Change Order No. 3. Substantial completion remains September 30, 2026, and the date for readiness for final payment remains November 30, 2026. Recommendation Staff recommends approval of Change Order No. 3 with Tricon Construction Group for the Tiffin Water Treatment Facility Upgrade in the amount of $37,650.40, resulting in a revised contract amount of $12,240,352.31.
