Soil Quality Restoration program

Oct 16, 2018 – Apr 21, 2026 · last activity April 21, 2026 · follow this project (feed)
Compiled from published City of Tiffin documents (agendas, minutes, resolutions, memos, pay applications and payables lists); not official accounting or an official project record. Every event links to the page it was read from. Amounts marked "as printed" are the city's own figures; totals from the payables lists are a lower bound where a list did not reconcile or where the lists in the archive do not reach back (they begin in 2021).

The City of Tiffin's Soil Quality Restoration (SQR) program paid residents a rebate for restoring the soil of their lawns, one of the city's water quality projects sponsored through its sewer State Revolving Fund (SRF) loans, alongside the permeable paver parking lots. Hart-Frederick Consultants presented the sponsored SRF projects to the council in October 2018; 32 residents had signed up for the fall 2021 restoration by July 2021. The payables lists show 92 rebates of $378.75 to $2,000 each, all from fund 332 (water quality sponsored projects, account 332-815-6499): 88 in 2021 ($96,709.31) and 4 in 2022 ($5,588.86), $102,298.17 in all. The sponsored project loan, $486,000 at 0% (Resolution 2022-012, the "2018 SQR SERIES"), reached fund 332 in April and May 2022. In July 2023 a council member asked the council to think about budgeting SQR in the future; no later rebates are on the lists. In April 2026 Johnson County presented its own soil health programs (soil quality restoration, pocket prairies, right-of-way soil sampling) to the joint entities.
