Compiled from published City of Tiffin documents (agendas, minutes, resolutions, memos, pay applications and payables lists); not official accounting or an official project record. Every event links to the page it was read from. Amounts marked "as printed" are the city's own figures; totals from the payables lists are a lower bound where a list did not reconcile or where the lists in the archive do not reach back (they begin in 2021).

An effort to bring senior (elderly) housing to Tiffin. A housing committee first met in November 1998 about a possible project on Potter Street in Reeve's Subdivision. The council hired the East Central Iowa Council of Governments (ECICOG) for a targeted senior housing needs assessment (Resolution 1999-14), which ECICOG chaired with a community survey and the council adopted in September 1999 (Resolution 1999-34). A $2,500 grant supported planning with the Iowa Housing Corporation (2000), and in August 2000 the council approved easement agreements with the Greater Iowa Housing Association for 12 units of low-income senior housing on Potter Street (Resolution 2000-12) and participation with the Iowa Finance Authority for 12 elderly units (Resolution 2000-13), subject to financing. In January 2001 the mayor described the ECICOG housing survey and planning effort as unsuccessful.

Status: January 10, 2001: 'The City has previously undertaken Housing survey and planning services for Senior Housing with ECICOG that was unsuccessful' (doc 4132 p2); September 2000: 'No definite news on senior housing project' (doc 4143 p6)
