Clerk's notes taken during the regular Tiffin City Council meeting on September 10, 1975. After discussion surrounding the acceptance of Mrs. Miller's resignation as City Treasurer, the Clerk was directed by Council to pay Mrs. Miller from January through September, 1975 for her services. Committee Reports Streets - Discussion was held on savings that could be made if the City co-operates with Johnson County in street work next year. Council recommends that $1000.00 be committed for this program next spring. Parks and Recreation - Glenn Potter reported on his work toward gaining information on matching funds for projects in this area. He is trying to obtain a tractor, merry-go-round and fencing for the park. The possibility of a lease or purchase of railroad property for park and recreation use was discussed. The Mayor will obtain information on this from railroad officials. Environment - Chairman Tom Morgan reports that the Community Committee is organized for the "Junk Jamboree" to be held on September 20th. Mayor Brotherton reports that the recent mosquito spraying was done under the auspices of the Johnson County Health Department. Sanitation - Roger Janssen reports that sewer lines in the streets are being raised by adding extension cuffs. Also, that Ralph Brown is attending a waste water school as a part of his assuring the City of a safe water supply and proper sewage disposal. Details of the solid waste survey were discussed. Roger Janssen, Tom Morgan and Glen Potter serve as a committee for this survey and will be gathering information from Tiffin residents. The Clerk noted that nomination papers are available and due to be filed with the Clerk's office by 5:00 p.m. September 25, 1975. The new Home Rule ordinances discussion was postponed until legal counsel is present. Police protection and control was discussed. The Mayor reported that seemingly, the only recourse is for Citizen action since the Sheriff's office does not appear to respond to Tiffin's need for more control. Council requests that a Coralville Police Dept. representative be asked to attend the next regular council meeting. Council also requests that further information regarding a part-time employee for police work be obtained and seek advice on the ordinances necessary to proceed with such a project. Letters were read from complainants about dogs barking all night continuously at 321 Summerhays Street. The Mayor was directed to give advance information of the disturbance complaints to the owner or owners of said dogs, then take formal action if the problem is not solved within 10 days. Discussion on a total warning system was postponed until next regular meeting. September 25, 1975
