Sentman: I'm speaking for the people who live north of town. We travel Roberts Ferry Road. Who will maintain it? The county presently maintains it. After North Liberty annexed a large area, their roads were less than desirable because of lack of money. I'd appreciate it if the city would take our concerns into consideration, even though we do not live in town. When an area is developed, the adjacent landowners take full responsibility for all fences. This will be a major problem for adjacent landowners if the full 131 acres are annexed. Sessions: I bought Clyde Wolfe's property so I wouldn't be in town. The county wrote me a letter and said they would not maintain the road in front of my house because they have to cross the city's road in order to get to my house to clean the road. I refuse to come into the city. What position will I be in? I'll fight if I have to. TePaske: One of the county's special concerns is that piece of road in front of Session's property. Further annexation would further isolate it. The county is legally obliged to maintain the road now. We have urged the city to pick up maintenance of that part of the road in the process of annexing more land. If the city will maintain the road, Session will not have to annex. Potter: If only annex to the east, who will maintain road? TePaske: There would be a lot of east side of the road in 131 acres. If annex only the east side, annexation could be done to include the whole road. The county wishes to avoid a 50/50 share of the road at all costs. Brown: Isn't part of it already a 50/50 share because of the Potterfield annexation? Rohret: City has not signed any agreement about the road. Grace: The east half of the road across from Sessions is already annexed. Stevens: Are we in basic agreement that 131 acres is too much to annex? Lynch: First you must vote on the petition for the whole 131 acres. Either accept it or reject it. Then indicate in discussion if something else would be acceptable. Cox: What if someone makes a motion to approve it or vote it down and no one seconds it. Lynch: There's always a question if whether a vote was taken. You could vote it down and he could come back with a new petition with less ground. Rohret: Motion by Rohret to deny request by John W. Grace for voluntary annexation of approximately 131 acres north of Tiffin. No second. Motion died for lack of a second. Motion Brown second Stevens to accept petition by John W. Grace for voluntary annexation of approximately 131 acres north of Tiffin. Roll call vote: Cox, no; Brown, no; Spivey, no; Rohret, no; Stevens, no. Motion did not carry. Brown: The county recommends 40 acres. TePaske: County is concerned that more land than is readily able to be developed is being annexed. The 131 acres is targeted for development, but it should be done in stages.
