Potter reported that he had not received the resolution from Holiday Wrecker Service or the appraisal from McGurk-Meyers concerning Brotherton's van. A RESOLUTION AUTHORIZING HOLIDAY TOWING SERVICE TO ACT AS PRIVATE TOWING SERVICE FOR CITY OF TIFFIN was introduced by Spivey and seconded by Brown and mayor is authorized to sign the agreement based on his estimation of reasonable charges. Roll call vote: Cox, aye; Brown, aye; Spivey, aye; Rohret, aye; Stevens, aye. Carried unanimously. A RESOLUTION AUTHORIZING THE MAYOR TO CARRY OUT THE PROVISIONS OF ORDINANCE NO. 1981-97, JUNK MOTOR VEHICLES, was introduced by Stevens, seconded by Brown. Roll call vote: Cox, aye; Brown, aye; Spivey, aye; Rohret, aye; Stevens, aye. Carried unanimously. Dave Stoner requested a building permit for a garage at 141 Second Street. Motion Cox second Stevens to deny Dave Stoner's request for building permit for garage at 141 Second Street because two structures presently sit on that property. Carried unanimously. Stoner will address the Board of Adjustment for a variance because the wash house is the second oldest structure in Tiffin and it also supports his grape crop. Potter reported that the ditch by the church caved in and Morgan was called to repair it. Morgan did the other work since he was in town. Cox reported that Grace estimated $1,050 to put 75 foot tube across access street to the school, if the city patched the blacktop itself, and $500 to relocate the drainage route over the school property. Rohret asked for another estimate. Grace stated that he had no problem with another estimate, but he would not do the work in November. Cox will talk to Mr. Baker, Superintendent of Clear Creek Schools, in order to see if the school will share the cost. Bechtoldt reported that the County Health Department did not find any signs of rats, bats or snakes in the Volkman property or the stockyards. The investigator, Hillary Mauer, did see evidence that someone has been using the Volkman property recently. She suggested writing to George Reeves and asking him to take down the remains of the stockyards, and solving the Volkman situation under the city's nuisance ordinance. Lynch stated that the city's nuisance ordinance did not apply either. Bechtoldt stated that they could be safety hazards. Lunch will check on remedy. Cox reported that it was too wet to smoke sewer lines. It would cost about $250 to do the job. Council consensus not to smoke sewer lines at this time. Fixing the broken tiles should help somewhat. Bechtoldt reported that Mike Hoyt was building a large garage on his property one mile east of town. Motion Cox second Stevens to adjourn at 8:45 p.m. Carried unanimously.
