Text read by the vision model; check the PDF for anything that matters.Greenleaf: No. We're not doing anything. The ordinance means 50% of the fair market value.
Morgan: Who determines values?
Greenleaf: Federal agents. Not the city.
Bartels: If we approve this, nothing comes back to the town. It does protect the trailer court.
Greenleaf: The only part of the town in a flood plain is the trailer court.
Bartels: In order to get help we need to pass it.
Greenleaf: The trailer court will benefit the most directly.
Potter: I met with FEMA. They went over the whole town. They took information on damages everywhere in town. They were interested in the whole city and wanted to see how far the water was up everywhere. I referred him to Mike Hart.
Bartels: I feel better about it. The attorney said it was fine so I have no qualms about it.
Greenleaf: Oxford passed the ordinance last Saturday. They don't have much in a flood plain. The benefits would appear to overwhelm any detriments.
Morgan: What about building permits for the trailers?
Greenleaf: Yes.
Scheetz: Make the court my responsibility.
Slaymaker: If we don't pass the ordinance, it disallows federal aid.
Morgan: We need to take precautions.
Greenleaf: The town can designate the procedure.
Clerk: I'd like to see the town work through Scheetz as landlord. If we don't, we might have the same situation as with renters who move in and out of the apartments so fast we couldn't keep up.
Stoner: This ordinance says that all structures shall be elevated on permanent foundations so that the lowest floor is one foot above the 100 year flood level.
Scheetz: For mobile home, too?
Stoner: Factory built homes are defined in the ordinance and it includes mobile homes. They also need to be anchored and on permanent foundations. Is permanent foundation defined?
