Mayor Potter called meeting to order at 7:00 p.m. Council members present were Brown, Bartels, Stoner, Morgan and Slaymaker. Also present were Mike Hart, Stephen Greenleaf, Mike Singer, Ray Scheetz, Tim Wolfe, John Schneider, Deputy Meyers, Lloyd and Alverta Williams and Gary and Kathy Kee.
During community forum Potter reported that a gas smell was detected at Brown St. and Highway 6 when firemen flushed culverts. He will contact Iowa Illinois.
Motion Morgan second Slaymaker to approve agenda. Carried unanimously.
Motion Brown second Stoner to approve minutes of July 11, 1990 and special meetings July 11 and 13, 1990. Carried unanimously.
Singer reported that the income survey for the CDBG showed 75% LMI. He went over check list of items necessary to prepare application. He stated that the value of volunteer labor should be added to the local match to increase it above 33%. He also mentioned the RC 2000 low interest loan program.
Motion Brown second Morgan to authorize Mayor Potter to sign service agreement with ECICOG to write CDBG application for flood control at a cost of $300.00 - $450.00. Carried unanimously.
Scheetz: I'd be happy to participate in the CDBG. The Railroad wants to dike on the north side of the tracks. MMS has done some work. I plan to apply for a loan from the SBA and need a letter of support from the city.
Morgan: I think we should rely on Mike Hart's input.
Brown: If you start the work now, what will it to the this grant application?
Hart: It would be next summer before the paperwork is complete. I would recommend a berm for the whole flooded area.
Bartels: Is it on railroad land?
Hart: The railroad has a 100 foot easement, 50 feet on either side of the tracks. It would be 8 feet from the sidetrail. There's room. This would benefit the whole area. We might also raise Railroad Street and put check valves on the storm sewer. This would protect the east side and Summerhays Street. Tie the berm in with the sewer plant berm. We could control the discharge out and not let the water come through. I'd keep the railroad out of this if possible.
Scheetz: I don't think you can. Berm ditch from the north, too?
Brown: How high?
Hart: 3 to 4 feet.
Singer: This application benefits private property and the city both. You can do as much as possible if actions by the private property owner support the grant, it's okay. Other improvements might be included in the general contract. The private property owner usually benefits from the lower cost.
Brown: Railroad Street flooded from he creek. Would a berm between the trailer court and the creek hold it in town? Where would the water go?
Hart: Storm sewer would shut it off and keep the water from backing up onto Railroad Street. Build up Railroad Street to protect the city shed and county shed.
