Brown: What about the sewer plant backup? Hart: Will be protected from both sides of town. Tie berm at trailer court and sewer plant together. Brown: Make a path for the water to go through? Hart: Right. Singer: If you protect the sewer plant this is a city wide benefit and you might have to subtract out part of the costs. Hart: It's cheaper to take advantage of both berms. Singer: You'd have to strengthen the argument for the berm. Potter: When should Scheetz start? Singer: No work should start on the project until after the award notification. It will be the next construction season. Any costs incurred prior to award are not reimbursed. Do enough engineering designs to know what we need. Scheetz: The railroad wants some engineering on it. Singer: A basic engineering report. Major construction postponed until next year. Scheetz: This really needs to be a joint project. Singer: The greatest single benefit is to your property. This should be evidenced by your financial support. Scheetz: I'll do whatever I can. Stoner: Is the broken culvert fixed? Scheetz: It was never broken. Potter: It was plugged with sand bags. Council consensus to instruct Engineer Hart to order a new pipe for Summerhays Street drainage. Singer: Estimated project cost? Hart: Preliminary estimate about $80,000.00. Singer: $80,000.00 to $100,000.00 sounds better. Hart: Ask high? Scheetz: It will cost at least that much. Singer: Go $120,000.00. We just underestimated a project and we don't want to repeat that again. Hart: Need easement on private property. Scheetz: Put berm on west side of creek by Summerhays Street. Clerk presented overtime hours from Bob Herring: 48 hours during FY '89 with regular hourly rate of $8.16 plus 89 hours during FY' 90 with regular hourly rate of $8.40. Total due to Herring is $1708.92. Total cost to city (with IPERS and FICA contribution) is $1937.92. Morgan: That's a chunk of money. Do we owe it to him? If we do, there's nothing to discuss. Potter: We should be kept advised of this right along. Morgan: Ever asked? Stoner: Supposed to take comp time but didn't do it. Potter: If he took it now we wouldn't see him for a long time. Brown: What were the arrangements?
