Clerk's Notes: September 8, 1990 9:00 a.m. Present: Mayor Potter, Mayor Pro-tem Morgan, Engineer Mike Hart, ECICOG Mike Singer and 11 residents of Clear Creek Mobile Home Court Nancy Barnes asked residents of CCMHP if they wanted to contribute money toward pursuing the flood damages through the court system. $1500.00 is required for engineering expenses for a firm in Waterloo and materials' expenses for Tom Riley's law firm. If everything is found to be okay, the money would be lost. Need approximately 30 people to contribute. Consensus of the residents of the CCMHP to talk to other residents and contribute money toward pursuing the matter if enough people are interested. Mayor Potter explained that Tiffin has been trying to do everything it can. City engineer is studying ways to keep water out of the whole town. City applied for public assistance grant to recover portion of damages to city facilities. Engineer Hart explained that the flood exceeded the 100 year flood. Typically everything is built to one foot above the 100 year flood level. The flood had nothing to do with the railroad tracks because the tracks are probably at this level already. He recommended moving the storm sewer outlet to the east side of town and installing gates which could be closed to keep water from running back into town. Also would put drainage under railroad tracks on west side. The overflow pipes to the pond in the trailer court should also be maintained. ECICOG Singer explained protective measures could be paid for with CDBG funds if approved. Approximately 250 cities compete for $14,000,000.00. About one-third get funding. Three categories: LMI found 75% which gives it the highest number of points available. Ability of city to pay for project will probably get middle range of points. Not at full bonding capacity. Have some funds available to project. Justification will probably get highest number of possible points. Might be only a few applications dealing with floods. City or private funds must match one-third of project, mostly cash. Must show evidence of financial contribution at public hearing on October 10. Also need list of city's top 5 priorities. If approved, Mayor will sign agreement to follow federal regulations. Applications due December 4. Notification made in early March. Do environmental reviews and sign contract with State. Bids prepared in early May. Bid letting in late May. Start project in early June, if everything runs smoothly. Must also determine best time to let bids. No major changes or construction can take place until summer of '91. Anything that is done before the CDBG funds approved will not be reimbursed. Hart answered questions from concerned residents on cause of flooding. ECICOG Singer: Everyone could write down own suggestions. Must benefit all citizens in city. Court could write collective letter of support. City should meet in December to determine course of action if don't get funding. Project might have to be scaled back. ADELIA S. KERN, CLERK-TREASURER
