Minutes of Special Council Meeting, June 9, 1969 The meeting was called to order by Mayor Bream. Present: Ned Allen, Dale Flansburg, Fred Moore, Glenn Potter, and Ted Spivey. Also present were Attorney Ralph Neuzil, Wayne Reed, Anton Tometich, and members of the School Board-Ivan Walker, Cletus Scheetz, and Paul Scheetz Jr. Absent: None Mr. Neuzil: The reason Chapman and Cutler is delaying the project is the Town waited 28 days between the publication of the notice to receive bids and the actual receiving of the bids. According to the Iowa Code there is a 30 day waiting period. Chapman and Cutler will not write an opinion until the bonds are sold and the FHA wants an opinion before they are sold. Mr. Reed: The only route is to readvertise and take bids again, which means at least another 30 day wait. The bonding attorneys would and should begin preparation on the bond proceedings. Then they would be ready when the bids are taken so things can move faster. The FHA does want the project to go through. Due to the probable higher costs of the new bids, the FHA would give the Town an additional grant to cover these increased costs if the funds are available. The project wouldn't be completed by the time school starts. The only way to service the school would be to use the well by the Fire Station and run lines to the school. This would be on a temporary basis until the project is under way. It would cost about $2500 to hook up the school now. This includes $1500 for a 2 inch line and $1000 to put the present well in operation. The Town could finance this through a warrant, which the FHA would pay for when the project is completed. The School Board members said the use of this well would be all right with them. The fastest timetable would be to readvertise as soon as possible then wait 30 days to receive the bids. After analyzing the bids and awarding them it would be early September before construction can begin. Mr. Tometich: The FHA would probably give the Town the additional grant if the bids are much higher. The cost of the monthly rental would be a minimum of $6.50. Bill Bream said according to the plans the monthly cost should be $5.99. If the bids run too high the monthly cost for the users will be even more than the $6.50. Ted Spivey moved and Dale Flansburg seconded the motion to abandon the water project. The vote was Flansburg and Spivey "Aye" and Allen, Moore, and Potter "Nay". The steps to continue the project were discussed. Ned Allen moved and Fred Moore seconded the motion to pass a resolution to reject all bids of previous water bidders and to return their certified checks. All in favor. The Clerk will return the checks.
