City budget by year

What the council budgeted each fiscal year, how it amended the budget during the year, and what was actually received and spent, from the state budget forms the city published: the Budget Estimate Summary for the budget hearing, the amendment notices and resolutions, the Annual Financial Report and the audit. Each year links to its page with the figures by revenue source and function, the amendments with their explanations, the change from the year before, the City Administrator's budget memos and the council's budget votes.

Compiled from the budget forms, amendment notices, Annual Financial Reports, audits and memos the City of Tiffin published with its council agendas and minutes. Not the official budget: every figure is as printed on the linked page; differences, percentages and comparisons are derived from those figures and labelled so.

Expenditures before transfers out, as printed: the budget, the final budget after the year's amendments, and the actual. Bars are to scale; a year without a bar has no form in the archive for that figure.

Years before 2011 are known mostly from the minutes (the council's budget motions); the state forms in the archive start with FY2010. 6 forms found in the archive are not shown yet: their printed totals do not add up as the text was read, and they wait for a person to check the page.

Where the documents disagree

The same year's actual figure printed differently by two documents (the Annual Financial Report and the next budget form's "actual" column). Both are as printed; neither is corrected.

How these figures are read

  • Every figure is as printed on the linked page of a state budget form: the Budget Estimate Summary published for the budget hearing (its first column is the budget, the second the re-estimate of the year then running, the third the actual of the year before), the amendment notices and resolutions, the Annual Financial Report (actual and final budget) and the audit's budgetary comparison (cash basis).
  • A form is used only where its own arithmetic holds as read (the lines add up to the printed totals, within the form's $1 rounding); figures from a column that does not add up are withheld and listed for review. Some forms were read by hand from the page image; those cells say so.
  • Differences, percentages, "change from the year before" and "budget vs actual" are derived from the printed figures and labelled Derived. Iowa budgets by function (public safety, public works ...), not by department; the by-fund figures come from the budget worksheets the City Administrator gave the council (drafts, as printed on their date).
  • A fiscal year runs July 1 to June 30 and is named by the year it ends (FY2026 = July 1, 2025 – June 30, 2026). Before July 1974 the city budgeted by calendar year.

Tax levy rates and the levy hearings are on Tax levy and rates; borrowing on Debt. API: /api/finance/budget.
