AGENDA ITEM # K-5 DocuPet’s pricing structure is simple and predictable: • One-time setup fee: $3,995 (with self-training option). • Annual cost: $0 (no ongoing municipal fees). • Transaction fees: 2.9% + $0.30 per credit card transaction (fee may be passed on to residents). • Optional mailed notice cost: $1.50 per notice for specialized marketing mailings. BarkPass • Annual cost starts at $2,990/year with an additional $1,000 setup fee. • Transaction fees include Stripe 2.9% + $0.30 plus BarkPass platform fees of 2.1%–3.1%. • BarkPass emphasizes a “no-upsell” approach but places ongoing costs on the municipality. PetData • Charges a per-license fee (example: $4.20 per license) paid by the City. • Requires a startup fee (example provided: $1,000). • Online license payments add a resident fee of $2.00. • Costs scale significantly as license volume increases. DocuPet is the only option that minimizes ongoing municipal cost while still providing high- value services. Staff Recommendation Staff recommends partnering with DocuPet as the city’s pet licensing vendor based on the analysis of cost, features, customer support, and long-term value. DocuPet provides a modern comprehensive solution that eliminates manual processing and reduces administrative staff workload. This will also provide the community with the convenience of online payments and minimize trips into City Hall. ATTACHMENTS: Agreement 2
