The Tiffin City Council met in special session on Tuesday, August 25, 1981 in the Tiffin Methodist Church to discuss cleaning and reconditioning of the water tower. Mayor Formanek called the meeting to order at 8:05 p.m. Council-members present were Madden, Potter, Spivey, Rohret. Williams was absent. Also present was Jim Anderaon of Water Tower Paint and Repair Co. of Clear Lake, Iowa. No community input. Anderson: Cleaned tank on Monday. Prepent proposal to sandblast inside and paint white epoxy to at least 10 mils, sandblast outside, prime and paint one coat of aluminum paint for $10,781.00. Will not bill for inspection. Formanek: City submitted application to FHA for new tower. Recommend putting out for bids. No outside source of information to relate to. Take under advisement and investigate. Spivey: Brown called three or four companys and only one showed up. Potter: City made an effort to look at it. Would take another month to get more bids. Formanek: Hate to spend $10,000.00 if it is not best for community. Anderson: Might get cheaper bids but not better work. Could contact surrounding towns about our reliability. Kramer never showed up. Formanek: We're looking at raising rates and new water tower. Anderson: Can't let present tower sit and deteriorate. Formanek: Not attacking integrity of company. Council ought to take time to think about it. Water is only account that has any money. Potter: Need to make expenditure to make up for not having inspected tower for twelve years. Formanek: Council bid road project. Put this project out for bids so that everyone knows we did the best we could. Potter: Who will we get to bid on tower? Why wait any longer? Engineer is in agreement and has confidence in company. Can't get pressure more than forty pounds. Short on water in north end of town. Can't leave dry for thirty days. Anderson: We'd have to refill tank. Will run into cold weather. Epoxy must cure at 70° or higher. Rohret: If bid, it couldn't be done until next summer. Spivey: It's a lot of money but worth it. Haven't done anything to tower since it's been built.
