Roll call vote: Spivey, aye; Rohret, aye; Cox, aye; Stevens, aye; Brown, aye. Carried unanimously. Mayor Potter declared Ordinance No. 1983-111 duly passed and adopted.
Potter explained that since the other ordinance was not on the agenda it could not be dealt with at this meeting.
Potter set date for special meeting to consider zoning of railroad property from R-1 to A-2 for Friday, May 13, 1983 at 6:00 p.m.
Motion Brown second Stevens to grant building permit to C.E. "Bill" Bream for metal storage building on property he leases from railroad for 30' by 70' per drawing on file, subject to passage of rezoning on Friday, May 13. Roll call vote: Stevens, aye; Brown, aye; Rohret, aye; Cox, aye; Spivey, aye. Carried unanimously.
Cox reported that the water tower was inspected by Master Tank Company and was found to be in good shape on the inside. He quoted an estimate for moving tank at $60,000 to $70,000. Bechtoldt stated that a community development loan with no interest would be available through the state, but that first consideration went to counties with high unemployment rates, or to cities who could pay back the loan on a short term. Engineer Kammerer stated that the project had to be bid out. Engineer read letter from University of Iowa expressing interest in disposing of tower. He will talk John Houck about specifications on Monday, May 16th. Engineer stated that he would figure increase in water rates for next meeting on Friday.
Kammerer stated that the flood plain map did go into effect. He talked with Ray Scheetz and told him that the map would only affect him and not any other area in town. If Scheetz wants to pursue issue, he may contact city. The map was designed with very general information from another map in effect some time ago. County is currently doing a flood plain study. Would recommend waiting until county study is finished unless Scheetz wants city to pursue ordinance.
Motion Spivey second Brown to approve renewal of Class "C" beer permit and Sunday sales beer permit for Morgna's Standard. Roll call vote: Spivey, aye; Rohret, aye; Cox, aye; Stevens, aye; Brown, aye. Carried unanimously.
Council considered request from Roger Janssen to buy pole from playground for basketball hoop. Council consensus that the hoop is continually broken and does not serve good purpose for town. Attorney will check on legality of selling pole.
