Also present were Mary Hoefer, Mike Kammerer, Melvin Reeve, George Reeve, Hazel Reeve, Bill Grave, Ralph Stoffer, Larry Beuter, Bill Bream, Barbara Bechtoldt, Chris Rohret, Dave Webb. Motion Spivey second Rohret to approve agenda. Carried unanimously. Motion Rohret second Cox to approve minutes of special meetings April 13, 1983 and April 14, 1983 and regular meeting April 13, 1983. Carried unanimously. No one spoke during community forum. TePaske addressed the council about areas one and two of the fringe area study. He stated that the county has already zoned parts of the area. Area one is split between county industrial and the A-2 for the gun club. The ability of the city to provide services is restricted by the creek. Alternative one would continue in the present use, accepting rezoning requests on an individual basis. Alternative two would permit acceptable commercial uses. TePaske stated that there has been some interest in a mobile home park, but that seems to conflict with existing uses. Stevens commented that it enclosed a lot of area. TePaske stated that area is divided into several different zones but it would help clarify to the county if town would designate one use. Stevens asked if the area was zoned commercial and not annexed, how much responsibility Tiffin would have for it. TePaske stated that town would not have any responsibility for it or any tax revenue if it is not annexed. Tiffin is not obligated to service area unless it is annexed. Potter called for discussion on issue. TePaske stated that commercial operations such as egg candling could be allowed. Town could develope more standards and zone for certain types of uses within the county. Council consensus to designate area one for commercial growth with some site standards requirements, and prohibit residential uses in area one. Rohret asked about commercial uses. Cox stated that storage and warehousing would be acceptable. Area two would also be developed in accordance with alternative two which calls for continuance of current zoning and development of site plan standards. TePaske stated that he would take these plans back to the county.
