Perry and Judy Beckler addressed council. Beckler's stated that they would like to move their vehicle repair business into town because they want to expand and the county denied their request for rezoning where they are now. They also want a more accessible place for their business. They would like to put their shop on part of the property owned by the railroad but do not want to buy it unless the council approves it for rezoning. They want to buy 600 feet to the east of Bream's Bins business. Potter asked if he would fence it in to conceal the vehicles and Beckler stated that he would if it was necessary. Hoefer advised that an M 1 industrial zoning was required for repair shops. Potter asked if Beckler had talked to adjoining property owners. Beckler stated that he talked with Bream. Attorney stated that the area is now zoned R 1 residential single family and that M 1 is the only industrial zone defined in the ordinance, therefore it could also allow heavy industrial. Beckler stated that they just wanted to rezone the part of the property where his business would be located. Stevens asked if repair business could be put on other side of creek in fringe area study one. Potter stated that it could be. Beckler stated that he can't buy any ground in that area. Beckler asked about a road access. Potter stated that the road right of way was sold to Earl Clements many years ago. Brown stated that there might be a lot of opposition to rezoning the property M 1. Spivey stated that it would be hard to determine until Planning and Zoning met and more study was done on issue.
Motion Cox second Stevens to refer request by Perry Beckler for rezoning portion of railroad property east of Bream's business from R 1 single family residential to M 1 industrial in order to build a vehicle repair shop. Carried unanimously.
Williams stated that he would rather have the council sell revenue bonds to finance the water tower project instead of general obligation bonds so that the actual users would pay for the project rather than the taxpayers. Attorney stated that general obligation bonds are more flexible. Hart stated that revenue bonds are sold at a higher interest rate because surcharge is added to buyer. Attorney stated that general obligation bonds are more secure and council could still raise the money for repayment by raising taxes. Potter stated that almost everyone is hooked up to the water. Williams stated that he hated to see this go onto taxes. The school is a big user and does not pay taxes. Brown stated that revenue bonds would be a bigger expense to city. Stevens stated that it would cost more to the taxpayers in the long run just to insure that everyone paid their share. Rohret stated that it would be double billing if sold general obligation bonds and raised rates. Potter stated that he understood Williams' point but that general obligation bonds were cheaper to buy and guaranteed payment to buyer. Attorney stated that city did not have to raise taxes to repay general obligation bonds. City could raise water rates and use that money to repay bonds.
