Selling general obligation bonds last fall was a lot of extra work but clearly falls under the duties of clerk. Would not feel right about claiming it as extra work. Council does not know what all clerk does. Afraid that it could be abused by future employees.
Council consensus to drop idea of authorizing extra pay for employees.
Clerk reported that Joe Corso did not move garage from Oxford but would like to use building permit for site built garage. Corso does not have to move storage shed now in order to make garage fit. Corso wants to use shed until garage is built and then move it to the river, rather than ask Board of Adjustment for variance.
Council consensus to allow Joe Corso to keep storage shed at 200 Main Street for 30 days after starting date of new garage so that he has place to store items until garage is built with the understanding that storage shed will be moved off lot after that time.
Jud TePaske reported that the Board of Supervisors felt the second policy statement in areas 3 and 5 of the Fringe Area Study was too restrictive. It would not allow a farmer to build another house on his land for a son or daughter. The intent would be maintained.
A RESOLUTION REAPPROVING FRINGE AREA AGREEMENT AS AMENDED, REMOVING SECOND POLICY STATEMENT IN AREAS 3 AND 5 was introduced by Stevens and seconded by Morgan. Roll call vote: Kobold, aye; Morgan, aye; Spivey, aye; Cox, aye; Stevens, aye. Carried unanimously.
Motion Cox second Kobold to approve building permit for Lloyd Williams at 420 Roberts Ferry Road for \( 4\frac{1}{2} \) foot extension to north of present breezeway. Carried unanimously.
Discussion of providing sewer and water to proposed school site. Attorney reported that city has obligation to make water and sewer available but is open to negotiations. Legally, there is not now any fixed agreement. Will depend on how much money it will cost. Won't know cost until architect defines requirements.
No bids received for water standpipe.
Motion Stevens second Cox to readvertise water standpipe in next month's League magazine. Carried unanimously.
Motion Morgan second Stevens to approve annual water report to FMHA. Carried unanimously.
Motion Spivey second Kobold to approve FY '84 Street Finance Report. Carried unanimously.
