Text read by the vision model; check the PDF for anything that matters.Morgan: Can we put restrictions on zoning ordinance?
Stevens: Yes. This is new and we have not had time to deal with it. We just now got an interpretation. We should decide exactly what kind of restrictions we want.
Potter: The State said we had to have a trailer court and that's what we have.
Birtcher: Why don't you want trailers in Tiffin?
Potter: There's a difference between a 14 foot and a 20 foot wide home along side a site built home. It would be like moving a home into the trailer court. People don't want mobile homes next to them.
Birtcher: Why?
Morgan: You have a 1984 and it will look nice. The next one might not look so nice. Don't want old trailers spread all over making other homes look bad.
Stevens: I agree. Lot of vacant lots. In time I've been on council two or three people have wanted trailers in Tiffin. People who just built new homes don't want a trailer next to them.
Potter: Wouldn't want them in Grace's subdivision.
Spivey: Subdivisions can be controlled by restrictive covenants.
Attorney: Right. That can be addressed. Problem is more likely to come up in already developed part of town. Council needs to address present application by Beverly Birtcher. I think that if council decides to draft ordinance, after tonight, all future applications can be put off until ordinance is passed. If council approves this application, it is not necessary to approve future application.
Motion Cox second Spivey to approve application by Beverly Birtcher for building permit for 16 foot by 70 foot manufactured home which will be converted to real property on lot at 312 Grant Street and 12 foot by 22 foot garage at 312 Grant Street and permit for moving building if application is in order. Roll call vote: Kobold, aye; Morgan, nay; Spivey, aye; Cox, aye; Stevens, nay. Carried.
Attorney reported that he gave more thought to the proposal for resolution authorizing mayor to authorize extra pay for employee's who do extra work. It should be very specific in order to avoid problems. May be getting into sticky area and paying overtime. Have a problem with defining overtime. Neither Dee-Dee nor Ralph keep time records. Ralph might be called in night as needed. Getting into swampy ground in trying to define what is extra and what is not. Difficult for Dee-Dee to say what is extra work. For the protection of the council, should define clearly for the benefit of the employees and the city.
