Morgan: I'm still concerned about the run off water flooding the creek behind Summerhays Street.
Stoffer: We would have 3 to 3 1/2 lots per acre and the run off would be similar to the existing run off.
Morgan: More roads would affect it.
Stoffer: Most of the ground would be in grass. I understand your concern. We could design in things to slow down the run off. The area to the east has two drainage areas which come into a "T" and would be an ideal location for holding ponds. But it is east of this section. We haven't forgotten that, we're just not proposing it in this section. We propose grinder pumps for each house. This is a low pressure pruging system using a propeller with teeth and 1 1/2" to 2" lines which would pump up to the manhole at the top of Roberts Ferry Road by the old Wolfe house. This would act as an individual lift station in each house. Each house discharges individually into the line.
Hart: These are not uncommon in these types of areas.
Potter: What about a power outage?
Stoffer: Valves prevent backup flow. There is not a lot of storage, so people would have to take that into consideration.
Flansburg: Can existing sewer system handle it?
Hart: Yes, during dry weather periods. You already have problems during wet weather. For the number of lots being developed, this would not make a big difference. Water run off will be something to look at later.
Stoffer: This is a minor part of the drainage area, only 10%. Bill owns most of the drainage area, so this could be controlled. It's best to look at one large drainage basin, rather than 30 to 40 acre parcels. Small ponds create safety problems.
Council gave tentative approval to Gracehill proposal.
Sewer line televising showed major problems at College Street and Railroad Street. More detailed information will be presented at next meeting. Council consensus to check for sump pumps and to raise manhole covers at estimated cost of $1,000.00.
Motion Stoner second Flansburg to deny request by Ron McNeal for building permit for mobile home on lot east of P.B. Body Shop because it violates Zoning Ordinance. McNeal will ask for meeting of Board of Adjustment.
Resolution No. 1986-14 A RESOLUTION NAMING BANK DEPOSITORIES was introduced by Morgan and seconded by Flansburg. Roll call vote: Flansburg, aye; Morgan, aye; Stoner, aye; Runge, absent. Carried unanimously.
