Hart: The cycle blade was broken down at one time. That's when Bill asked Larry to mow.
Runge: The only area which requires such a mower is along the sewer pond.
Spivey: Was the mower broken?
Runge: At that time, yes. Larry got into mowing the ditches.
Stratton: Larry didn't charge for mowing the ditches. He just did them because he was out.
Runge: I agree with Ted. I don't always know everything that's going on unless someone else tells me. I would be interested in knowing what Glenn knows about this if that's in the best interest of the town. All information should be brought up. My ratings are pretty much the same as Morgan's and Stratton's. Gave a 2 in plant operation because he's not certified, yet. Everything else is satisfactory until you get to mowing the grass and that's already been discussed. On item 14, he could improve with overseeing the installation of sewer lines. There have been some problems with two new lines.
Potter: Kirk Madden's and Claire Flansburg's were not put in properly. There was a leak in the lines and Bob had okayed it. Rugger installed the lines. Something was out on backwards.
Hart: I was told today that the problem is corrected.
Runge: On item 16, I think he made a commitment on culverts when he shouldn't have. Item 17 is a 2 because he doesn't seem to want to follow directions. The grass mowing problem got to me because he did it his own way.
Potter: I will add a few things. He should clean the water house and clean the town shed, wash the truck and tractor sometimes. He should take pride in the equipment and take care of it. The ditches are a mess. Ends of the culverts are smashed down. He attempted to dig some out and made a good effort and flushed a few. He should plan his itinerary every day; set aside a certain time to do something and then do it. He shouldn't study at the water house. He's paid to work, not to study. Maybe one of us should give him a list. The tractor mower was a big one. If it doesn't work, he should tell someone and get it fixed. He should go to department heads with questions more. He puts in a lot of time. He should go into the water house and backflush tanks and chip and brush the tanks clean. If the weather is bad or the work is all done, he should take some time off. Just tell someone he's going. He probably works too many hours. I told him to take some time off. He should drive everywhere instead of walking around the town. He is a very conscientious worker and tries hard. He's probably tired from working two jobs. He needs to set aside some time for himself. He is trying really hard. I think an evaluation should be scheduled for every two years.
Spivey: How does the extra pay work for certificates?
Clerk read excerpt from minutes of September 5, 1985 clarifying policy. "Council consensus to grant $500.00 pay increase to new hire when he completes the coursework required for each certificate, rather than after he obtains the certificate". This is due to the fact that work experience is required in addition to class credits.
Stratton: How many $500.00 increases has Bob received so far?
Clerk: Bob finished class work for grade I water certificate on June 3, 1986 and received one increase. Since that time, has has passed State test and become fully certified as Water I. He completed class work for grade I sewer certificate on November 12, 1987 and received another increase in pay. I called the State for clarification and was told that he does not have to take the sewer I test because Tiffin requires a grade II certificate and he should just keep on working toward the grade II certification. The certification rules are rather complex. As I understand it, he needs to put in more time before he can take the test for certification in grade II. Hart confirmed this.
Potter: Maybe we should put directions to Bob in writing.
