The Tiffin City Council met in regular session on Wednesday, January 13, 1988 at the Tiffin fire station. Mayor Potter called meeting to order at 7:00 p.m. Council members present were Morgan, Stoner, Spivey and Stratton. Runge was absent at roll call. Also present were Mike Hart, Bob Micheal, and John Schneider.
Motion Morgan second Stoner to approve agenda. Carried unanimously.
During community forum clerk reported that she received request from Perry Beckler this afternoon to place a manufactured home, approximately 16 by 65 dimensions, on the lot between P.B. Repair and Michael Kahler. Attorney Michael stated that items should be posted on an agenda for at least 24 hours before the meetings, but since this request does not meet ordinance requirements and needs to be denied and referred to Board of Adjustment, he did not think it would violate the law to do that at this time. Mayor Potter suggested that the council take appropriate action, pending more study by the attorney.
Motion Morgan second Stratton to deny request by Perry Beckler to place manufactured home on lot between P.B. Repair and Michael Kahler's and to refer request to Board of Adjustment, subject to attorney approval of handling item with less than 24 hour notice in the manner. Carried unanimously. Attorney will do further study and notify city.
Motion Morgan second Stratton to approve minutes of December 9, 1987. Carried unanimously.
Stoner reported that meeting with the State of Iowa and Sidwell Development Corp. was postponed by the State until February pending further study of marketing plan.
Hart reported that he did not check with State of Iowa on reciprocity policy for water/wastewater certification with other states. His survey of surrounding cities show that part time back-up operators earn $5.00 - $6.00 per hour, probably with only a grade I certificate.
Runge arrived at 7:10 p.m.
Council felt that a certified back-up operator was worth more than $5.00 - $6.00 per hour because his name goes on State report and it would take $200.00 to have tests run independently by outside firm.
Motion Stratton second Morgan to set wage of certified grade II back-up wastewater operator at $7.00 per hour. Roll call vote: Spivey, aye; Stoner, aye; Morgan, aye; Stratton, aye; Runge, aye. Carried unanimously.
Mayor appointed council members to following committees: Stoner to Community Protection, Runge to Human Development, Stratton to Home and Community, Spivey to Water, Morgan to Sewer and Potter to Policy and Administration.
Mayor appointed The Leader as official publication.
Mayor appointed Stephen Greenleaf and Bob Michael as city attorneys.
Mayor appointed Mike Hart as city engineer.
