Council consensus to set open burning dates for leaves and garden debris during daylight hours for the last three weekends on November. Council consensus to set trick-or-treat date for October 30 from 6:00 - 8:00 p.m. Mayor appointed Rodney Walls to the park Commission to fill vacant term expiring September, 1990. Hart reported that Bob Herring flushed out the hydrants on September 15. Hart also talked with Marvin Vorel about new law regarding abandoned wells. Hart will arrange to have discharge pipe at sewer plant cleaned out. Spivey reported that he had a conversation with the Sheriff's Department during which they asked about city citation forms. Stoner will take Tiffin's parking tickets to the Sheriff's Department. Mayor reported that he received a complaint from a citizen about the flag not being lowered at night. Spivey reported that Alverta Williams inquired about the city using their property for access to the water tower. She stated that their deed and abstract do not show any easement through the property. Spivey reported that Williams would just as soon not have the city use it. Stoner asked about city rights since city has used it more than 10 years. Clerk stated that an easement for the water main was purchased from either Kenneth Herdliska or Oscar Bigelow when the stand pipe was installed. Clerk will do further checking into city records. Attorney stated that he did not recall seeing an easement when he reviewed the title to the property. Motion Morgan second Stoner to approve clerk-treasurer's reports. Carried unanimously. Motion Stratton second Stoner to approve bills and accept receipts. Carried unanimously. Motion Stoner second Eggers to adjourn at 8:10 p.m. Carried unanimously.
