NOTICE OF HEARING AND LETTING NOTICE OF PUBLIC HEARING ON PROPOSED PLANS, SPECIFICATIONS, FORM OF CONTRACT AND ESTIMATED COSTS FOR THE CONSTRUCTION OF THE 1999 WASTEWATER TREATMENT PROJECT IN AND FOR THE CITY OF TIFFIN, IOWA, AND THE TAKING OF BIDS FOR SUCH CONSTRUCTION. Notice is hereby given that there are on file with the Clerk of the City of Tiffin, Iowa, proposed plans, specifications, form of contract and estimated cost for the construction of the 1999 Wastewater Treatment Project, hereinafter described. A hearing will be conducted thereon at a meeting of said City Council to be held in the City Hall, Tiffin, Iowa, at 6:30 p.m. on the 12th day of May, 1999 at which time and place any person may appear and file objections to the proposed plans, specifications and form of contract and estimated costs for said public improvements. Sealed proposals for the construction of said improvements will be received by the City Clerk at the City Hall, Tiffin, Iowa, until 6:30 p.m. on May 12, 1999 and will be opened and publicly read by said Clerk immediately after the termination of said hearing. Sealed proposals received will be considered by the City Council at such time and place and will be acted upon at such time and place or at such later time and place as may then be set. The extent of the work generally involves rehabilitation of existing treatment facility including construction of a new: mechanical bar screen and channel with a manual screen bypass screen; 890 gpm quadraplex submersible lift station; wood frame control building; 67' x 129' extended aeration plant (base bid and alternate equipment) and installation of internals; sewer (with manholes and discharge structure) and force main; water service; emergency power generator (installation of ower supplied unit); install flow measuring equipment; electrical; site and process piping, related surface restoration, miscellaneous appurtenances, together with incidental work. All work and equipment is to be in accordance with the plans, specifications and contract documents on file with the City Clerk of the City of Tiffin, Iowa, which are by this reference made a part of this notice as though fully set out and incorporated herein. Work under the Tiffin Contract shall commence within thirty (30) days of Contractor receiving Notice to Proceed and shall be substantially completed and placed into operation on or before May 1, 2000, subject to any extension of time which may be granted by the Council. Payment to the Contractor will be made in cash from such fund or funds as are legally available, including but not limited to the proceeds of Tax Increment Revenues, the sale of General Obligation Bonds or Sewer Revenue Bonds and proceeds from the sale of warrants, as authorized by Section 384.57 of the Code of Iowa, drawn on such fund or funds of the City as are legally available for such purpose.
