City engineer recommended that the city upgrade 8' water mains in the new Rolling Hills Subdivision to 12" so that additional development beyond this area could be carried in the future. The upgrade would be a minimal expense compared to upgrading later. Motion Dils, second Ryan to approve a Resolution submitting the 2000 Iowa Department of Transportation Road Use Report by September 30, 2000 and city agreement with IDOT for sewer at the Tiffin reststop. Ayes: Bartels, Dils, Gericke and Ryan. Absent: Walls. Motion carried. Councilmember Bartels requested that status of the house located on Marengo Road placed on the next regular agenda and asked that the building inspector check the home over at the time of vacancy. Building Inspector, Greg Schott notified the council that buildings belonging to Clarence Sewell were currently occupied without issued Occupancy Permits. Municipal infractions will be pursued if things do not correct within the next 30 days. Problem of erosion control in new developments was discussed by the building inspector. The council discussed the problem of nonconstruction of sidewalks in new developments. Motion Ryan, second Gericke that owners of vacant lots be required to place sidewalks at such time as sidewalks are place on two sides of any vacant lot and after certain length of notification has been made. City attorney will work on draft of this sidewalk ordinance. Ayes: Dils, Bartels, Ryan, and Bartels. Absent: Walls. Motion carried. Certain properties in the city will be sent letters notifying them of mowing required and clean up of trash items. Motion Ryan, second Gericke to approve clerk and treasurer's reports. Ayes: Ryan, Dils, Bartels, and Gericke. Absent: Walls. Motion carried. Motion Dils, second Bartels to pay bills and accept receipts. Ayes: Bartels, Ryan, Gericke and Dils Absent: Walls.
