A regular meeting of the Tiffin City Council was brought to order by Mayor Glenn R. Potter, 6:30 p.m., at the Tiffin Fire Station. Council present: Jim Bartels, Karin Dils, Mike Gericke, Mike Ryan. Absent: Rodney Walls due to death in his family.. Also present: Attorney Stephen Greenleaf and Engineer Mike Hart. Approximately 80 citizens present to provide input to Public Hearings.
Motion Dils, second Ryan to approve the printed minutes and agenda. Ayes: Ryan, Bartels, Dils and Gericke. Motion carried.
Mayor Potter opened the Public Hearing for Tiffin Edge Subdivision Zoning and Preliminary Platting, Rezoning on McGrew East Hwy#6 and Certain Lots from R-2 to R 2.5 in Rolling Hills Estates. The Public Hearing gathered input on all three issues as citizens from all areas were in attendance and had comment.
The McGrew East Hwy #6 rezoning request was withdrawn by the petitioner due to subdivision convenants making rezoning of the McGrew property impossible without approval of the convenant holders as in written and recorded agreements.
Greg Allen spoke at length regarding the issues of concern before citizens present and the city council. Greg raised issued regarding posting requirements, the need for planning, support of outside developers rather than citizens, questions of conflict of interest in this development request as relates to engineering, water and sewer issues, park area, density issues, lack of beautification planning, traffic problems, fire issues, public safety and loss of tax base to support city and school necessities if trailer type housing were allowed in the proposed Tiffin Edge Subdivision.
Citizens present applauded comments given by Mr. Allen
Mr. Allen asked if there was anyone here (that was not a builder) that is for any of this rezoning. No reply.
Mr. Allen said that people in Reeve’s Addition had been promised by Rolling Hills developers that the subdivision would be R-2, now request was being made for R 2.5.
Citizen from Stephan Street said he did not wish to see plexes in his back yard. With $1,200 taxes and $1,200 utility bills, if the area was going to continue to go for density, he would have to leave the community.
Patti McTaggert spoke against density issue on the east side of city.
Craig Utech said he had lived in Iowa City for ten years and came to Tiffin to be “part of a community.” He felt that making too much of the city multifamily dwelling would destroy what he likes about Tiffin. (Applause.)
