Whereupon Mayor Potter assent his approval and signed ORDINANCE NO. 2001-246, AN ORDINANCE PROVIDING FOR REZONING NOTIFICATION, on this 13th day of June, 2001. Joe Johnston asked if he could change his mind about public comment. He explained that he was upset because the city had mailed him a letter saying they would charge $15.00/hour for mowing work and then charged him $100 for lawn work. The clerk stated the letter had said "not less than $15.00 per hour." Joe felt that the City had taken a adversarial position toward him and he loved Tiffin and would donate time, money or work to improve Tiffin. Mayor Potter indicated that the public works had to pick up trash and mow twice across his property to get the weeds mowed down at 230 Main. Walls said that city employees did not have time to mow the properties in town for $15.00/hour. Joe agreed that mowing was his responsibility and that he would have to take more care and was willing to pay charges as laid out by city. Joe also said that a building permit applied for by Chad Freeman in Johnston-Potterfield Subdivision had been denied by the clerk because of a previous monetary transaction with the city clerk for the subdivision.. Clerk Reihman said that no building permit had been denied for this reason, that she had been researching the location of the transaction, and this matter had never provided denial to any building permit and that no notice of that type had ever been made to Mr. Johnston. Joe said that the city clerk had said that his property that extends across Second Street could not used be by Mr. Johnston. The clerk replied that she had simply repeated information relayed to her by the City Attorney Greenleaf. Mr. Johnston said that he thought the property was his, and he couldn't see why he couldn't use it. Attorney Greenleaf is finalizing easements. Engineer Hart will represent the city at June 14 Preconstruction meeting (IMN-80-6(2108)236-0E-52 to be held in Iowa City for the IDOT sewer service line.
