Tiffin City Council August 8, 2001 A regular meeting of the Tiffin City Council was brought to order by Mayor Glenn R. Potter, 6:30 p.m. at the Tiffin Fire Station. Council present: Jim Bartels, Mike Ryan, Karin Dils and Mike Gericke. Absent: Rodney Walls. Also present: Engineer Mike Hart, Attorney Stephen Greenleaf, PZ Dave Shaffer, and PZ Steve Berner. Motion Dils, second Bartels to approve printed minutes. Ayes: Bartels, Dils, Ryan and Gericke. Motion carried. Mr. Grace was present to explain that he can never park in front of 196 Stephans where his son resides because a nearby neighbor has 5 or 6 cars that is always in this space. Councilmembers were not certain if there was anything they could do, but asked the city attorney to check into this matter. Steve Berner asked the council if anything was being done in regard to sidewalks on vacant lots. Attorney Greenleaf said he is researching this matter. Steve Berner alerted the city to information that a school bus will no longer be loading at the Solon State Bank location. Students from Reeves Subdivision will be walking the north side of Hwy #6 and crossing the highway at Roberts Ferry. Concern on how to increase safety of the crossing was discussed by council. Engineer will request speed study for this location by IDOT. Attorney Greenleaf reported on a meeting held by Mayor Potter, Joe Johnston and Greg Stevens. Joe Johnston would like to remove the poor building located at Third and Main and replace it with a multi-level apartment and commercial mix building. As the location is zoned R-1, the use would have to reviewed by the Planning and Zoning Commission. Four residents including Pat Adams were present in regard to water situation along Tif Creek west of Stephans Street. Mr. Pat Adam spoke to the Council regarding the water along the backyards of houses located on Stephans Street. In making his concerns known to the Council, Mr. Adam made the flowing statements: 1. "The water never cam close to our fences before this year." 2. "For 5 years it (water from the creek) has never been a problem." 3. "For 4 years I've never had water within 10 feet of my fence." 4. "We've had big, big rains and its(creek water) never come close to our property line." A woman who stated that she resides at 231 Stephans remarked that, "This is the first time we've had water". She also noted that 3 years ago the creek was much deeper." After hearing from these four residents of Stephans Street, and the report of City Engineer Mike Hart, the Council directed the engineer to go forward with a survey of the effected area to determine elevations and to stake the area to allow a contractor to come in and reshape the creek and establish a berm. Mr. Hart indicated that this work would probably include cooperation with homeowners in removal of fences that might be serving as barriers to water flow along the area as well. No citizen present raised objection to cooperation in this manner and citizens seemed to be open to any measures that might provide protection from future water damage. Motion Ryan, second Gericke to have the city engineer
