Council member Bartels, second Gericke to return to consideration of a recommendation to give a second reading to an Ordinance Amending the Zoning Ordinance in that 230 Main Street be rezoned from R-1 (single family) to R 2.5 (four-plex) requested by Joe Johnston and his wife, Amanda Potterfield. Ayes: Bartels, Shaffer, and Gericke. Nays: Dils. The zoning request has not been recommended by the Tiffin Planning and Zoning Commission. The motion fails for a lack of supermajority. Council member Dils recommended that should Mr. Johnston desire to pursue a rezoning plan, that he bring his request with a plan that would work on the size parcel he has in this location and with an agreement to release litigation matters as regards the 15 feet of city street. Community Wide Garage Sale Day set for May 4 the first Saturday of May. Clean Up Day set for May 18, the third Saturday of the month. Volunteer Fire and First Responders will assist elderly and disabled with large items on that morning. Dils reported that archaeological study will be needed for the new water treatment site and will be continued as necessary by Hart Engineering. Council member Shaffer reported a lightly attended and successful civil defense planning meeting. Bartels will review Grant Street for repair work this year. Bartels noted that maintenance of the Main Street house should be looked at when the Public Works had time for this. Maybe football team volunteers could help clean up the area that they had used for a fund raising Halloween House venture. Mayor Potter mentioned that if the city could get the larger shed along the railroad for a fire station site some day in the future, perhaps the present fire station could be revamped for a community meeting space with parking on the north side of the building. Bartels indicated that overtime should be limited to a minimum or emergency for the Public Works assistant. Motion Gericke, second Shaffer to accept clerk and treasurer's reports. Ayes: Gericke, Shaffer, Dils and Bartels. Nays: None. Absent: Walls. Motion carried. Motion Shaffer, second Dils to pay bills and accept receipts. Motion Gericke, second Bartels to adjourn. Motion carried. 8:10 p.m.
