Mike Hart reported that the IDOT lift station appears to be located partially on the Clear Creek Mobile Home park property. This will need to be resolved prior to acceptance by the city. Hart also reports a leak in the line between the manhole and creek on the south end of the line. Hart fears sedimentation of mud from the leak into the city sewage plant. Another 28,000 gallon of water will be needed to once again clear the lines because of dirt left from this leak. The control panel has tilted due to lack of soil compaction, this appears to be a problem for later. Flood Plain permits have been obtained for the SRF. No archaeological study is done yet. Hart expects project completion prior to end of this year. Mehmen reported a water meter and billing equipment that would cost an additional $2.60/bill/month. This $17,000/year plan would not include reading of meters, transfer of ownership and tenant information, water delinquency notification or shut offs. The first plan Brett looked at also included a $6,000 start up of accounts fee. Bret said second plan also includes a 50-cent charge for other things. The clerk will get information to council on a plan checked out and researched by Mehmen, and also information on new plan proposed for the city of Kalona. Mehmen reported about 150 meters that need to be changed out, these meters are not compatible with the current reading equipment or the proposed equipment. These must be read by hand and the cost of each is approximately $80. Mehmen suggested that he would begin switching out a dozen meters each month, to begin the process of upgrading the touch read system now used for most of the city. Hart suggested buying meters at discount from a city moving to radio read meters.
