The meeting was called to order by Mayor O'Toole and Ned Allen was sworn in as councilman and Margie O'Toole was sworn in as Clerk.
The minutes of the last meeting were read and approved.
OLD BUSINESS:
Water: Mayor reported that the price Clyde Woolf asks for the property tentatively located for the water tower is quite a bit beyond what is budgeted, so on the basis of this price, the original proposed site on the school property was arbitrarily decided upon. Comparative costs of a standpipe and a water tower (if one can be obtained gratis) are: 60' standpipe: $20,000; cost to disassemble, move and reassemble is estimated at $18,000.
Easements: Ted will talk with Earl Clements about having the easement amended to read "north" rather than "south" in order that fewer trees will be disturbed.
Street Extension: Mr. Neuzil read a letter he had received from Ken Ingham in reply to his correspondence. Both letters are on file in the Town file.
Also in connection with the new school, Glen moved and Ted seconded the motion to authorize test borings. All in favor.
Sewer Plant: Ted moved, Fred seconded the motion to rent the land around the sewer plant to Bud Colony on a sharecrop basis (half and half). All in favor.
NEW BUSINESS:
Bill moved, Ted seconded the motion to accept the application for a cigarette permit for Beckler's Corner Grocery. Carried unanimously.
Natural Gas: Representatives of Iowa Illinois Gas & Electric Company presented their franchise for the first reading. They stated that the start of construction of this system would depend upon the installation of the water system.
The Mayor stated that Iowa-Illinois Gas and Electric Company, an Illinois corporation, had submitted a proposed gas franchise to be granted by the Town of Tiffin, Iowa, to said Iowa-Illinois Gas and Electric Company. He then presented a proposed ordinance granting a franchise to said Iowa-Illinois Gas and Electric Company, which ordinance was fully and distinctly read; said ordinance as read is attached hereto as Annex No. 1 to these minutes and by this reference made a part hereof, and is entitled: "An Ordinance Granting to Iowa-Illinois Gas and Electric Company and to Its Successors and Assigns for a Period of Twenty-five Years the Right and Franchise to Acquire, Erect, Maintain and Operate in the Town of Tiffin, Johnson County, Iowa, a Gas Plant or Plants for the Production, Storage, Transmission, Distribution, Sale, Delivery or Furnishing of Gas for Public and Private Use in the Town of Tiffin and Elsewhere and to Use the Streets, Avenues, Alleys and Public Grounds and Bridges in the Town of Tiffin for the Purpose of Laying, Constructing, Maintaining, Replacing and Substituting Mains, Pipes, Conduits and Other Facilities for the Transmission, Distribution, Sale, Delivery or Furnishing of Gas for Public and Private Use in the Town of Tiffin and Elsewhere." Councilman Bream then moved that the aforesaid constituted the first reading of this ordinance. The motion was seconded by Councilman Potter. A roll being called on said motion, the following councilmen voted "aye": Bream, Potter, Moore, Allen, and Spivey,
