Mayor Bream brought up putting a load limit on streets in Tiffin. Heavy trucks loads are using streets and breaking them up. All streets will be posted. Glenn Potter made a motion to put 4 or 5 ton load limit on all roads in Tiffin. Ned Allen seconded the motion. All in favor. Fred Moore requested a building permit for a garage and a porch on his home. Dale Flansburg made a motion to issue Mr. Moore a building permit. Ned Allen seconded the motion. All in favor except Fred Moore who did not vote. The Clerk was instructed to write a letter to James O'Toole to see if we can find the speed analyser the Town used to have. The Council is to be thinking about setting up the radar unit again. The school stop light was discussed. There is a short and it has to be repaired in the near future. Council decided that the next budget should allow money for crossing to be repaired or replaced. Glenn Potter brought some information with him on mowers for the Town tractor. He submitted four estimates on cost. Discussion was held on mowing of railroad property and Ingham's property. It was questioned if there was enough town property to warrant a new mower. Mayor Bream will ask Attorney Neuzil for his opinion on mowing creek, yards, weed patches, etc. and charging it to the property owner or add it to the taxes. The difference in renting a mower and buying one was discussed. Ned Allen made a motion to have DeWaine Slade mow all that he has in the past with his own mower for two months and see what he will charge for the use of his mower and his time. The Council can then compare this cost with the cost of buying a new mower and make a decision. Fred Moore seconded this motion. All in favor. Ted Spivey brought up complaints about trash piles around town. It was thought that some of these should disappear with spring cleanup. The dead elms in town were discussed. The Council will wait until later this spring to see which ones are dead and will have to be removed. Ted Spivey has talked to the Light Company and they would like to put their sub-station along Highway #6 in the Summerhays addition on the east edge of town. The Light and Power Company would have to have approval of all adjoining property owners. Dale Flansburg made a motion that the Town not let the Light Company locate a sub-station there because it would hurt future residential development there and it would ruin the view of the Town. Ned Allen seconded the motion. All in favor. Glenn Potter made a motion to accept the following money. Ned Allen seconded the motion. All in favor. <table> <tr> <th>State Compt.</th> <td>$527.18</td> <td>(road use tax)</td> </tr> <tr> <th>Townspeople</th> <td>383.44</td> <td>(sewer rental)</td> </tr> <tr> <th>Townspeople</th> <td>148.78</td> <td>(sewer rental)</td> </tr> <tr> <th>Johnson Co.</th> <td>77.74</td> <td>(taxes)</td> </tr> <tr> <th>Wm.
