Minutes of Regular Council Meeting, April 2, 1969, Tiffin, Iowa. The meeting was called to order by Mayor Bream. Present: Ned Allen, Dale Flansburg, Fred Moore, Glenn Potter, and Ted Spivey. Mr. Wayne Reed and DeWaine Slade. Absent: None. Minutes of the meetings in March were read and approved as corrected. Mr. Reed read his analysis and recommendations on the water system bids. Each council member was given copy of corrected bid tabulations, project cost summary sheet, rates for customers, etc. The Clerk was advised to send back bids and checks on John Lee, Witt Mechanical Contractors, and C. L. Carroll Company. Wayne Reed recommended that the Council award Contracts A, B, C, and D to the low bidders after F.H.A. approval and legal approval. Notice of award can only be sent after approval by F.H.A. Rates per customer were shown to be approximately $6.00 per month with 104 customers which is the Town's equivalent now. All the town can do now is set and wait for F.H.A. action before moving on. Mayor Bream asked what more Council could do now to hurry the project up. Mr. Reed recommended that the Council go ahead and award contracts subject to F.H.A. approval. Ted Spivey made a motion that we pass a resolution awarding contracts to the lowest bidders with the stipulation that F.H.A. approval has to be obtained first. Glenn Potter seconded the motion. All in favor. Glenn Potter made a motion to send back the certified checks of $2500 to John F. Lee and Knowling Bros. who were the high bidders on Contract B. The certified checks of Witt Mechanical Contractors and C. L. Carroll Co. would also be sent back since they were the high bidders on Contract C. Ted Spivey seconded the motion to send the checks back to these four high bidders on Contracts B and C. All in favor. Mr. Reed was asked if the Town could be guaranteed that the new school would be connected to the water system by August 28, 1969. He said the contractors are aware that the school must be served first and that the school will be connected by that date. Mayor Bream read a letter from the Johnson County Board of Health regarding our financial commitment and the Board's accomplishments during 1968. Tiffin's share of the Health Board's budget request is $350.00. Discussion was held and it was decided that the Town could not afford to pay that sum at this time. It was decided to table the letter for now. Dale Flansburg brought Grace's figure on the sewer ditch. Grace would dredge ditch with drag line and then level all dirt on the sides for approximately $460.00. Discussion was held. Mayor Bream asked that Dale overlook the operation and work with Grace on the job. Ned Allen made a motion to have Dale contact Grace and have him drag ditch. Ted Spivey seconded the motion. All in favor. Monday night, April 14, has been set up as the night for the Iowa Electric Light and Power Dinner for the Town officials and their spouses. It will be held at the Lark Supper Club at 7:00 p.m.
