Minutes of Special Council Meeting, July 24, 1969, Tiffin, Iowa. The meeting was called to order by Mayor Bream. Present: Ned Allen, Dale Flansburg, Fred Moore, Glenn Potter, and Ted Spivey. Also Ralph Neuzil, Wayne Reed, Anton Tometich, and Edna Miller. Absent: None Water-Wayne Reed analyzed the bids from the July 21 meeting. He found errors on the bids from Knowling Bros. and Layne-Western. The four low bidders were: Contract A-Water supply well-Latta and Sons, Inc.- $4842.00 Contract B-Water mains- Chalupa Bros. $33479.50 Contract C-Treatment Plant- M.F. Goerdt Const. Co.- $38910.00 Contract D-Above ground storage tank- C.L. Carroll Co.- $21,440.00 Mr. Reed said these are all good contractors and should be good to work with. The water rates were discussed. The average monthly income from the water will be about $707 and average expenses will be $691. This is based on 104 users with many of them having used more than 3000 gal. of water a month. Mr. Tometich- If there is a street with no one signed up for water on it then the FHA says the contractors won't run lines on that street. After consulting a map with the list of users on it, they found only one street, which is by Leonard and Marvin Vorels. Mayor Bream said he thought that Leonard had changed his mind and now wanted to sign up for water. Mr. Reed- The FHA is trying to get the town an additional grant of $5000. This is to cover the increase in bids. The question was asked if the town has to sell the total amount when selling the bonds. Mr. Tometich said yes, that if there was any money left over then the FHA would give the town a smaller grant. Glenn Potter introduced and caused to be read a resolution entitled, "Resolution providing for the award of contracts for the construction of a municipal waterworks system." After Mr. Neuzil read the resolution Fred Moore moved and Ted Spivey seconded the motion that the resolution be adopted. By a roll call vote the vote was "Aye" Allen, Flansburg, Moore, Potter, and Spivey. "Nay" none. The mayor called the resolution duly adopted. The next step will be for Powers-Willis to draw up the contracts, etc. They will go to the state office of the FHA and remain there until the bonds have been sold and then the deal will be closed. Edna Miller gave a treasurer's report on the cash on hand. She reported there is $7664 in the sewer fund. Ned Allen made the motion for the town to invest $7000 of this in 90 day time certificates. Ted Spivey seconded the motion. All in favor. Mr. Neuzil contacted Ken Ingham about selling the lot which would be used for a street extended from the present Third Street. He is asking $1650 plus the town pay for the abstract and insure him it will allow for proper drainage. Mr. Ingham would have to pay for the current taxes. Ned Allen made the motion to buy the lot and Glenn Potter seconded it. All in favor. The lot is described as a 60'x 186' extension of Third Street. The purchase price is $1650. $165 will be paid now and the remaining $1485 will be paid on or before August 15, 1969.
