Where no single criterion is satisfied, but where Criteria B, C1, and C2 are all satisfied to 80 percent of the minimum values. Criterion C3 is excluded from this condition. • Criteria B does not meet 80 percent of the minimum values, as there was only one crash between 2016 and August of 2023. Vehicular traffic from the major street (Croell Avenue) and from the minor street (Dogwood Lane) did not meet 80% of the minimum volume (240 units and 160 units, respectively) for any hour of an average day. As criteria B, C1, and C2 are not satisfied to 80 percent of the minimum values, Warrant D is not met. The MUTCD offers four additional optional criteria to use based on engineering judgment. If none of the aforementioned warrants are met, the additional optional criteria can be used in determining whether an all-way stop is warranted. Similar to the all-way stop warrants, 1 of 4 additional optional warrants should be met. I. The need to control left-turn conflicts; • The lack of left-turn collisions (zero between 2016 and August 2023) at the intersection does not indicate a need to control left-turn conflicts; therefore, Optional Warrant I is not met. II. The need to control vehicle/pedestrian conflicts near locations that generate high pedestrian volumes; • There were zero vehicle/pedestrian collisions documented at this intersection; therefore, Optional Warrant II is not met.
