III. Locations where a road user, after stopping, cannot see conflicting traffic and is not able to reasonably or safely negotiate the intersection unless conflicting cross traffic is also required to stop; and • Sight distance is reasonably good at the intersection. A driver, after coming to a complete stop, can see conflicting traffic and safely negotiate the intersection; therefore, Optional Warrant III is not met. Staff recommends the City evaluate sight distance for southbound motorists (due to the grade) if an all-way stop is warranted in the future. IV. An intersection of two residential neighborhood collector (through) streets of similar design and operating characteristics where multi-way stop control would improve traffic operational characteristics of the intersection. • Croell Avenue and Dogwood Lane do not have the same operating characteristics. Croell Avenue is a collector street that carries 80% of the entering traffic whereas Dogwood Lane is a local street that carries 20% of the entering traffic. Adding stop control would not improve the level of service for all movements at the intersection. Therefore, Optional Warrant IV is not met. <table> <tr> <th>Warrant</th> <th>Description</th> <th>Warrant Met?</th> </tr> <tr> <td>A</td> <td>Interim Measure for Traffic Signal</td> <td>N/A</td> </tr> <tr> <td>B</td> <td>Collision History</td> <td>No</td> </tr> <tr> <td>C1</td> <td>Major Street Vehicle Volume</td> <td>No</td> </tr> <tr> <td>C2</td> <td>Minor Street Ped, Bike, and Vehicle Volume</td> <td>No</td> </tr> <tr> <td>C3</td> <td>85th Percentile Speeds</td> <td>No</td> </tr> <tr> <td>D</td> <td>80% of Criterion B, C1, and C2</td> <td>No</td> </tr> <tr> <td>Optional #1</td> <td>Control Left Turn Conflicts</td> <td>No</td> </tr> <tr> <td>Optional #2</td> <td>Control Vehicle/Pedestrian Conflicts</td> <td>No</td> </tr> <tr> <td>Optional #3</td> <td>Sight Distance & Visibility</td> <td>No</td> </tr> <tr> <td>Optional #4</td> <td>Improve Residential Area Op. Characteristics</td> <td>No</td> </tr> </table> Table 2: Summary of All-Way Stop Warrant CONCLUSION As none of the MUTCD warrants are met at the intersection of Croell Avenue and Dogwood Lane; it is not recommended that the intersection be converted to an all-way stop. At this time, the intersection does not attract the minimum vehicular volumes required to warrant alternative traffic control nor does the collision history indicate a significant safety concern. While vehicle speeds along Croell Avenue were above the posted speed limit, an all-way stop is not a recommended measure to reduce traffic speed. Installing unwarranted stop signs can have unintended impacts such as higher speeds between intersections (many motorists will try to make up for lost time), a greater disregard for the signs, and an increase in "roll-throughs" which can be unexpected and dangerous, especially for pedestrians. The City may want to consider alternative traffic calming measures such as increased police enforcement, radar feedback trailers or signs, or speed humps.
