Average entering daily traffic counts, and 85th-percentile speeds were collected at the intersection between August 29th and September 1st, 2023, and are reflected in Figure 1. Croell Avenue carries 1,790 entering vehicles, whereas Dogwood Lane carries 453 entering vehicles. The 85th-percentile speeds on Croell Avenue were approximately 32 mph and 43 mph, whereas speeds on Dogwood Lane were recorded at approximately 18 mph.
ALL-WAY STOP WARRANT ANALYSIS
Specific traffic conditions should exist to meet the requirements of an all-way stop. The criteria (warrants) are based on traffic volumes, collision history, pedestrian volumes, and traffic speeds. Installing stop signs in locations where they are not warranted results in a greater chance of rear-end collisions, motorists rolling through the stop signs, and higher traffic speeds downstream of the stop signs. It is important for all-way stop requests to be carefully considered for these reasons.
In analyzing the intersection, 1 of 4 of the following criteria (A-D) from the Manual on Uniform Traffic Control Devices (MUTCD) must be satisfied to warrant an all-way stop-controlled intersection.
A. Where traffic control signals are justified, the multi-way stop is an interim measure that can be installed quickly to control traffic while arrangements are being made for the installation of the traffic control signal.
• Arrangements are not currently being made for a traffic control signal at this location; therefore, Warrant A is not applicable.
B. A crash problem, as indicated by 5 or more reported crashes in a 12-month period that are susceptible to correction by a multi-way stop installation. Such crashes include right and left-turn collisions and right-angle collisions.
• In the past five years, there was one collision at this intersection that was not susceptible to correction by a multi-way stop installation; therefore, Warrant B is not met.
C. Minimum volumes:
1. The vehicular volume entering the intersection from the major street approaches (total of both approaches) averages at least 300 vehicles per hour for any 8 hours of an average day; and
• Traffic from the major street (Croell Avenue) does not have more than 300 entering vehicles for any hour of an average day (Table 1); therefore, Warrant C1 is not met.
2. The combined vehicular, pedestrian, and bicycle volume entering the intersection from the minor street approaches (total of both approaches) averages at least 200 units per hour for the same 8 hours, with an average delay to minor street vehicular traffic of at least 30 seconds per vehicle during the highest hour; but
• Vehicular traffic from the minor street (Dogwood Lane) is never greater than 200 vehicles for any hour of an average day. Pedestrian and bicycle traffic were not frequent enough to make up the difference for eight hours of an average day; therefore, Warrant C2 is not met.
3. If the 85th-percentile approach speed of the major street traffic exceeds 40 mph, the minimum vehicular volume warrants are 70 percent of the above values.
• The northbound 85th-percentile speed on Croell Avenue exceeded 40 mph (43.32 mph); therefore, the 70 percent threshold values were analyzed. Vehicular traffic from the major street (Croell Avenue) and from the minor street (Dogwood Lane) did not meet the 70% minimum volumes (210 units and 140 units, respectively) for any hour of an average day. As Warrant C1 and C2 do not meet the minimum 70% threshold for eight hours of an average day, Warrant C3 is not met.
