Assuming the city population and department call volume continue to grow, a short list of
goals has been created to improve the staffing concerns previously mentioned. Each goal
is described below accompanied by an estimated cost.
1. FY25-26: Extend the current roster of PPC responders to no less than 30
members.
• This total includes both firefighter/EMTs as well as officers. At the present time,
this total is currently 20 PPC personnel.
• Raising the number of responders is the main objective of the current SAFER
grant.
• The future continued success of the Tiffin Fire Department relies heavily on this
PPC group and the transition to POC/PT.
• Estimated Cost: $28,218
o This cost has been accounted for in the FY25-26 budget.
2. FY26-27: No less than three responders with known availability during the hours
of 8:00am – 5:00pm, Monday through Friday.
• This additional staffing adds the equivalent of two additional full-time paid
responder positions. This can be achieved by utilizing a combination of the
following:
o Multiple part-time positions.
o Multiple paid-on-call positions.
o Two additional full-time positions.
o Hiring city staff for other departments that are willing and able to respond to
emergency calls in addition to their regular duties. These individuals would
be expected to be members of the fire department and participate in
department trainings/meetings.
• Estimated Cost: $47,850 (POC), $81,130 (PT), $226,250 (FT)
3. FY 27-28: No less than three responders with known availability during the
hours of 8:00am – 5:00 pm, 7 days a week.
• This additional staffing adds daytime positions on the weekend. This can be
achieved by utilizing one or a combination of the following:
o Multiple part-time positions.
o Multiple paid-on-call positions.
• Estimated Cost: $37,485 (POC) to $59,949 (PT)
