CURRENT STAFFING Since its inception in 1954, the Tiffin Fire Department has relied on an all-volunteer workforce to respond to emergency calls. On July 1, 2021, the city council passed Resolution No. 2021-042 which established a paid-per-call (PPC) stipend for members who respond to emergency calls and attend trainings/meetings. This resolution also established a stipend for members in officer positions to account for their additional contributions to the department. Current Positions Position Status Number of Positions Fire Chief Paid-Per-Call + Officer Stipend 1 Assistant Chief Paid-Per-Call + Officer Stipend 1 Assistant Chief/Fire Marshal Full-Time – 40 hrs /week* 1 Captain – Operations Paid-Per-Call + Officer Stipend 1 Captain – Training Paid-Per-Call + Officer Stipend 1 Captain – Medical Paid-Per-Call + Officer Stipend 1 Lieutenant – Training Paid-Per-Call + Officer Stipend 1 Certified Firefighter/EMT Paid-Per-Call 12 Non-Certified Member Paid-Per-Call 2 Total Personnel 21 * This position splits time between the fire department and the building department In January 2023, the first full-time (FT) employee was hired with the intent that this individual splits time between the fire department and the building department. This employee provides the department with a much-needed presence in town between the hours of 8am-5pm Monday through Friday. However, any time this position takes sick leave or vacation, their position is not backfilled. Paid-per-call members are not required to be at the station or within the city limits. These members are notified of emergencies via a department issued pager as well as a mobile phone app. If available, these members are asked to respond when an emergency call is dispatched. As one could imagine, this approach sometimes results in several responders and at other times results in very few responders. The breakdown of current staffing timeframes is shown on the table below. The times in red rely solely on PPC members and their availability and proximity to the station at the time of the emergency call. Again, there is no guarantee that these members will be available.
