would like to see be submitted to Ashley by the end of the month so they can be reviewed and discussed at
the next Council meeting.
D. Discussion and Review of City Financial Outlook and Projections – Capital Projects, Tax Increment
Financing, LOST and Debt Service Levy
Discussion: City Administrator Doug Boldt provided an update regarding recent changes to state legislation
and their potential impact on the City’s TIF program. Staff has been meeting with Dorsey & Whitney to
discuss how to balance the State’s 2% general fund cap with the City’s ability to capture new growth. The
City is also reevaluating its existing TIF districts, agreements, and incentives with balancing and continued
applicability under the changes to TIF law. The City’s current TIF practices typically do not exceed and 80%
incentive. Changes to TIF law will also affect both new and current Urban Renewal Areas. Beginning in
2027, the school foundation tax levy that was previously eligible to be captured through TIF will instead go
directly to the school district. Staff anticipates bringing forward ordinances and information regarding the
creation of new Urban Renewal Areas before these legislative changes take effect.
