Minutes: Special Meeting 11/25/2025

1. Discussion and Consideration of Annual Urban Renewal Report for FY 2024-2025 and Council Action as Needed. Motion to approve by Orris. Second by Schnedler. All ayes, motion carried. 2. Discussion of Potential Amphitheater Project on Boardwalk Avenue and Council Action as Needed. Discussion: Scott and Nick Andersen were present. Following a lengthy discussion, the City Council directed the City Administrator to explore potential funding mechanisms to support the project, noting it could provide a strong economic benefit for Tiffin. J. Reports to be Received/Filed 1. Annual Financial Report FY 2025 K. Reports from City Personnel 1. Mayor’s Report – Discussion: Mayor Kasparek gave update on Recreation Director position. 2. City Council Reports – Nothing to Report. 3. City Administrator’s Report - Discussion: City Administrator Doug Boldt provided an update on the roundabout project at Forevergreen and old Jasper Ave. A 90% engineering review meeting was recently held, and the project is scheduled for completion at the end of 2026. The project, led by North Liberty, will go out for bids in mid-December, with the contract award anticipated on January 15th. L. Adjournment Motion to adjourn by Schnedler. Second by Orris.
