Aneconomic development area asdefined inChapter 403 oftheCode of Iowa, isfound toexistontheProperty. Section 2. The Property ishereby declared tobean urban renewal area, in conformance with the requirements ofChapter 403 oftheCode ofIowa, and ishereby designated theJuly 2017 Addition totheTiffin Urban Renewal Area. Section 3. Thedevelopment oftheProperty isnecessary intheinterest ofthepublic health, safety orwelfare oftheresidents oftheCity. Section 4. Itishereby determined bythisCity Council asfollows: A. The proposed Amendment and theprojects and initiatives described therein conform tothegeneral planofthemunicipality asawhole; B. The proposed economic development projects described inthe Amendment are necessary and appropriate tofacilitate theproper growth and development oftheCity inaccordance with sound planning standards and local community objectives. Section 5. TheAmendment attached hereto and made apart hereof, ishereby inall respects approved. Section 6.
