DocuSign Envelope ID: F75C9A00- DA6D-49E0-BA77-5927EBE6EA27 Tiffin/ 436989-17/URHrgAddtoArea& Ord-1cons RESOLUTION NO. 2017-056 Resolution toDeclare Necessity andEstablish anUrban Renewal Area, Pursuant toSection 403.4oftheCode ofIowa and Approve Urban Renewal Plan Amendment forthe Tiffin Urban Renewal Area WHEREAS, asapreliminary step toexercising theauthority conferred upon Iowa cities byChapter resolution finding thatone ormore slums, blighted oreconomic development areas exist inthe municipality and that thedevelopment ofsuch area orareas isnecessary intheinterest ofthe public health, safety orwelfare oftheresidents ofthemunicipality; and WHEREAS, th WHEREAS, aproposal has been made which shows thedesirability ofexpanding the description setoutinExhibit Ahereto; and WHEREAS, theproposal demonstrates that sufficient need exists towarrant finding the Property tobeaneconomic development area; and been prepared which (1) covers theaddition oftheProperty to theUrban Renewal Area; and (2) authorizes the undertaking ofanewurban renewal project intheUrban Renewal Area consisting ofproviding economic development support tocertain commercial properties, including using tax increment financing fortheimprovement andextension ofVillage Drive; and WHEREAS, notice ofa public hearing bytheCity Council onthequestion of establishing theProperty asanurban renewal areaand ontheproposed Amendment was heretofore given instrict compliance with theprovisions ofChapter 403 oftheCode ofIowa, andtheCouncil hasconducted said hearing onJuly 18, 2017; and WHEREAS, thePlanning and Zoning Commission oftheCity hasreviewed and commented ontheproposed Amendment; and WHEREAS, copies ofthe Amendment, notice ofpublic hearing and notice ofa consultation meeting with respect totheAmendment were mailed toJohnson County and the Clear Creek Amana Community School District; the consultation meeting was held onthe ___ dayof ________________, 2017; and responses toanycomments orrecommendations received following theconsultation meeting were made asrequired bylaw; 3- DORSEY & WHITNEY LLP, ATTORNEYS, DES MOINES, IOWA
