DocuSign Envelope ID: 001F76A8- EF5E-4AD9-B8F2-6489C10458AA Tiffin/436989-20/HRA Amend RESOLUTION NO.2017-055 Resolution adopting theAmendment tothePlan fortheVillages Part IUrban Revitalization Area WHEREAS, pursuant totheprovisions ofChapter 404 oftheCod theCity ofTiffin, Iowa, hasdesignated anarea oftheCity astheVillages Part IUrban andinitiatives tobeundertaken therein; and WHEREAS, ithasbeen proposed thatthePlan beamended to (i)update thelegal Plan (ashereinafter defined) attached asExhibit Ahereto; and (ii)update thetaxabatement schedule forthemultiresidential property classification; and WHEREAS, pursuant totheprovisions oftheCode, before amending thePlan, the City must prepare an amended plan, hold apublic hearing thereon, and otherwise comply with the procedures setforth intheCode; and hasbeen prepared and presented totheCity Council forconsideration inaccordance with the provisions oftheCode, said Restated Plan being inaform and having thecontents assetforth inExhibit Aattached hereto andbythisreference made apart hereof; and WHEREAS, pursuant totheprovisions oftheCode, theCity Council has held apublic hearing onthe Amendment onJuly 18, 2017; and WHEREAS, theCity hasreceived avalid waiver ofthe right toreceive mailed notice of thepublic hearing andoftheright topetition forasecond public hearing regarding the inclusion oftheProperty intheUrban Revitalization Area from theprivate property owner ofthe Property; and NOW, THEREFORE, BeItResolved bytheCity Council oftheCity ofTiffin, Iowa, as follows: Section 1. Itishereby found anddetermined: a) The Urban Revitalization Area isanarea which isappropriate asan economic development area asdefined inSection 403.17oftheCode ofIowa. d) The Urban Revitalization Area isanarea which isappropriate forpublic improvements related tohousing andresidential development, orconstruction ofhousing andresidential development, including single ormultifamily housing. e) The rehabilitation, redevelopment, economic development andpromotion ofhousing and residential development intheUrban Revitalization Area isnecessary in theinterest ofthepublic welfare oftheresidents oftheCity andtheUrban Revitalization Area substantially meets thecriteria setforth inSection 404.1oftheAct. 2- DORSEY & WHITNEY LLP, ATTORNEYS, DES MOINES, IOWA
