Discussion and Consideration of OPD Site District, Park Place City Center – Part One, Phase Seven, Lots 9-14 – Marvin Gardens — Marvin Gardens Engineering Notes

Text from the PDF text layer; check the PDF for anything that matters. Whitetail Ln only, not the entire development. We agree that when the
entire development is included, less than 70% of the overall development
traffic would use Bailey Way.
Confirmed.
d. Based on the Marvin Gardens site plan, which shows full access between
Boardwalk Ave and the Bailey Way extension, the traffic distributions in
Figure 9 do not appear to reflect the site layout, travel patterns, or
existing roadway infrastructure. Since the eastern access at Boardwalk
Ave is closer and WB Forevergreen Rd already has a left turn lane at this
location, a more likely distribution would be approximately 40-45% of
westbound left turns at Boardwalk Ave and 25-30% at Bailey Way. NB
right turns from Marvin Gardens would likely follow a similar pattern.
Because the TIS assumes higher volumes at Bailey Way, adjusting the
distributions would reduce the projected traffic impacts at the
Forevergreen Rd & Bailey Way intersection. The TIS therefore analyzes a
more conservative traffic volume at the study intersection.
Confirmed.
e. Appropriate sight distance shall be verified and provided at all new public
intersection approaches.
Sight distance has been considered and no issues are anticipated at
public intersections.
f. Pedestrian activity should be monitored, and enhancements should be
considered for high volume crossings.
Acknowledged.
g. The results of the stop-controlled operation analysis indicate that a
different form of traffic control should not likely be necessary within the
20-year horizon. The one movement that is expected to have LOS D
operations is 20 years in the future, and should have adequate capacity,
given the low expected queues. This occurrence is not uncommon when
lower volume, stop-controlled roadways intersect higher volume
collector/arterial roadways. Should a traffic signal be desired, a signal
warrant analysis must be completed prior to any further consideration.
Acknowledged.
h. Based on the operational analysis and the design of other intersections in
the area, we agree that turn lanes are not required at the Bailey Way
intersection.
Acknowledged.
i. We concur with the discussion regarding the Boardwalk Ave site access
location with respect to the location of Baltic Ave. However, the site
access should not move any further south than its currently depicted
location, unless it moves directly across from Baltic Ave. There is a safety
concern with the on-street parking proposed at this location, as several
stalls are shown within the functional area of the intersections. Parking
